This is a xoopsheadline bug or non-perfect configuration.

solution:
1 You must have at least one headline site created
2 You must choose Display in main page option for at least one site.

Carnuke, have you found out the cause?
I learnt that many sites using php+mysql had this problem in early April ...

export you 'xoops_user' table and batch replace level in case level = 0.

using database instead of cookie could be a concern
However, it will be a good feature if it's an option for admin.

The beyond compare trial expired and I intend to buy it.
