To my limited knowledge, usually the release note has to instruction to upgrade from just previous version. i guess you have to describe your situation and ask for help. I am sure the community will share their views/experience. if you are looking for professional service then you mention in your request.

Few things to start with:
1. Have you tested your module on X2.5? if not this could be your bigger challange than Xoops core. there is a lot of change on PHP 5.3 and MYSQL side.
2. Is it an option for you to consider a fresh install with data migration(mey be applicable for static or simple sites)?

This is a good functionality, if its not too much to ask, can this be added to core (with an option to turn off)?

It will be great if Xoops.org can maintain a list the spam generator or IP ban Lists and each of our xoops install should sync the server and update the IP ban list (the functionality should be optional to turn on/off)

1. Date format will be defenitely a PLUS.
2. It should support latest version of PHP5.3 and MYSQL
3. Create PDF from any of the module/page (if its on the core, then no need to re-write the code on each module.
4. Some decent/light weight themes (as default)
5. One click functianlity to delete all post/comments by a specific user( now its a pain to delete a spammer's post by going to each and every module)

I have disabled the user to change their email mainly because I don’t want people to abuse my site. Otherwise people will change their email address and Xoops can't verify their email id.

I will only enable it only if Xoops can verify the new address (by some means of activation mail for user to click)

The site Admin can always change your email id (with justification).

i have not used Xoops 2.0x, are you on a hosted dedicated server or shared server. your hosting company should be able to restore the last back up for you.

Are you on Windows or linux?
