After upgrading to XOOPS 2.3.3 I get this message in the admin section :
WARNINGFolder /home/pdvop2sz/www/site4/public_html/*******/lib****** is inside DocumentRoot!
For 
security considerations it is highly suggested to move it out of DocumentRoot.
same for the data folder. But it's not in the root...whats that mean?

It means that you placed xoops_lib outside the XOOPS root but not outside the web root.
Place your xoops_lib and xoops_data in /home/youraccount/www/site4/ on condition that I'm correct with aligning http://www.yourdomain.com/image.jpg to /home/youraccount/www/site4/public_html/image.jpg .

im having this problem too
i tried something like this

my sever path would be
/nfs/c01/h04/mnt/33727/domains/***My Domain***/html/
then at the end you would see the XOOPS lib and the data folder

i actually moved the both folders into another folder
then i took that one and moved it to
/nfs/c01/h04/mnt/33727/domains/***My Domain***/

So if you connected to FTP and looked in my server
the two folders wold have been BEFORE the HTML folder
but i still got a blank page

If you got a blank page before, then moving will not help.
On the contrary, you risk a double problem, which will very hardly to debug.
