then click "send"
The texts of areas "text1" "text2" "text3" "text4" "text5" save in file and display on "USERS AREA" (bloe sector)

ONLY administrators can type text and see red sector

I don't quite get you either...are you new to xoops?

New users should always checkout the following:
1. Documentation - linked on the left. Specifically the administration manual
2. The FAQ section - linked on the left - specifically the sections on gloassry, beginners first steps, modules, blocks and themes. There are links to visual tutorials here.
3. The search function on the top right.

essentially you can 'restrict' who does what through setting usergroup permissions in administration - so you will need a group of admins who have access to more blocks than registered and anonymous users. Check the visual introduction to XOOPS as the XOOPS doc site - that should give you an idea of how it all works.
