this site to help me understands better how it works, but sometimes it point me to something in adminisration that I couldn't find for example:

To find the permissions admin go to your site admin, and let your mouse hover over the System Admin icon--then choose Groups.

My question is: In XOOPS 2.2.3 do I have to install a module to control groups, or it is included but the installation that I did has some bugs.

That's a great tutorial, and it has helped me a lot in the past. The problem is that it's geared towards a previous version of XOOPS, so some parts of it don't apply.

If you want to cover a broad, but not comprehensive set of options for your site's users, go into your site's admin section. Click your mouse on "Users" and then on "Groups." You'll be able to control a lot of the permissions for your groups there.
