Upload Avatars box missing

I got avatar uploading enabled, and still there's no Upload Custom Avatar box in people's profiles.

Only the Choose an avatar from the list thing.

Have you checked the 'Allow custom avatar upload?' in System Admin\Users? If not, set the number to zero and the radio button to 'Yes' and you should see that everyone can then upload their own avatars right from the start as opposed to when they have posted 5 or 6 topics in the forums.
