How do I move the top news/recent news block to a certain spot on my page?
To Move A Block Around In A Page You Go To The BlocksAdmin In The Admin Control Panel And Set The Location (Left, LeftCenter, Center, RightCenter, Or Right) And Then The Weight (0,1,2,3) . The Higher The Number The Lower The Block Will Be Compared To The Blocks In The Same Section.

And Also Check Block Permissions To Check Who Can See What Blocks.
