Hi,

Lets say that I have 4 topics in my news module and one of the topic has only webmaster rights.

If I post a topic there only webmaster has the right to see it evreybody else see this topic to.

I have set the rights in the topicadmin so it is only webmaster on all three permissions. (Approve, submit and View)

Why is that?

You mean that others can see the title (and the intro text?), despite the article is for admin only?
There is a module preference 'Restrict Topics on Index Page?' to disable this.
