how to configure rotating multiple buttons in centre block

Hi, I love the news centre block design on the top page of this site (www.xoops.org). What module do I configure my News menu buttons to rotate like that? (e.g. like the buttons for Recent News, breaking news and Developers). How do I get 3 categories annexed to each other like that?

All help appreciated.

Not sure if it's the latest version, trabis is a hard worker, but that's what it is anyway.
