Please forgive my ignorance, but i have to ask:
I need to use XOOPS for a commercial project and i would like to charge for it.
And i'm a bit unclear with the GPL license, so can you tell me if this is possible?

I think I'm right in saying that you're free to charge for any work you do... what exactly were you thinking to charge for?

You may charge for XOOPS, its installation, its modifications, its configuration, its extensions, its maintenance, its ...
But all your (programmatic) works become GPL!
This means your client has to receive full source of everything and he has the right to use it (for free), to copy it, to modify it and to distribute it further to others (even for free), or not.

I want to be clear in the eyes of the law here, so let's clarify:
I can sell XOOPS as a customized product / service, providing I let the user know he has the full rights to the source code, and his ability to copy / modify the source?
Is this correct?

Yes, you may sell it, but you have to provide the customer all the sources and the accompanied GPL license lets the user know what rights he has (= unlimited use, copy, modify and distribute).
