strange warnings emanating from system module (2.3.1) css

Below are some warnings that I'm finding in the /modules/system/class/gui/exm/css/style.css file, brought to light by my new friend, "Webdeveloper Add-On for Firefox". I was wondering why the 'loading' icon spins for so long when the browser is loading some pages...
Anyone know if these warnings might be to blame?

The scrollbar elements are an extension from MS and are not in the html and css standard. It works in IE only.
You may remove the definitions from the style pages.
