I want to insert a XOOPS smarty variable into CSS can this be done?

for example:

<{$xoops_banner}>

and 

<
a href="<{xoAppUrl /}>"><img src="<{$xoops_imageurl}>images/logo.png" alt="<{$xoops_pagetitle}>" border="0"></a>

AFAIK, No.
The only way it could work is via the @import .
You have to use absolute or relative paths to the directory or to the domain.
