Is it possible to use Javascript to create an series of rotating photos within a custom block and then allow each of those photos to have a tooltip mouseover to the larger version of that image? Can this be done in Xoops?

it's possible.

but depending on the javascript used, it may cause problems with other scripts.

you may need to add an include statement to the in theme.html to call the .js script before the block would function tho. not sure if you can add the include in the block itself or not, but try it and see.
