Try this
If your user menu is missing and you cant login, this is what to do.

1- In your browser enter your site's home page URL, then user.php immediately after this. ie,http://yoursite.com/user.php This should load your login page where you can now enter your login details.

2- Now enter the addresshttp://yoursite.com/admin.php You should now be in admin.

ive tried, when i load www.xkenshinx.com/user.php it loads up a blank page as well, i think i tried everything lolz, i might have to reinstalled everything but i dont wanna do that, imma leave that option for last chance, anyone else think they can help?

if you have access to phpmyadmin or something similar.. you can change the setting for the site's default theme.

in the table `xoopsprefix_config` , click browse.. and look for 'theme_set' in the 'conf_name' field. change the value in the 'conf_value' field to "default" (no quotes), or some other working theme you have on your site.
