Just a couple of questions.

Is it possible for the admin to manually go in and activate a deactivated account?

Additionally, is there a way to remove deactivated users?

Yes as far as I know you can do both.
You can go into your XOOPS administration/system/groups and remove a user from the members area for that group.
and
You can go into your XOOPS administration/system/users and modify and or delete a user.
