How to submit a theme to Xoops?

I've searched and can't find my answer, it's possible I overlooked it so I apologize if my question has been answered.

I have a few themes I would like to submit to Xoops. Are there any "guidelines" I need to follow and how do I submit the themes? I tried the link under the Theme Library and it says I don't have permission....

send them to davidl2[at]xoops.org, and include the desdcriptions of the themes. He'll add them for you. We've closed user submissions after the latest hack attack, untill further notice.
