no, you can't just take the contents of a module's block and put it in any custom block. That's where the block generation and instanciation code comes in, you can't simply bypass that.
However, there are two things you can do, but they require some serious modifications so you will have to know what you are doing:
the first solution is simple: edit the recent replied topics block template to fit your custom block wishes. This will give you your customised block, but you'll lose the default recent rteplies topics block.
The second solution is to duplicate the recent replied topics block. For this you'll need to copy the block generation files (including templates, because you'll be editing those later), rename the block generation script so not to have naming confilcts, and add the duplicated block to the xoops_version.php file of the orum module. As you can see, you'll need to dive into the code for this, so you'll need to know what you are doing, and why.
