I want to place a block (recent posts) beneath the index of the forum module. Is there an easy way to do this? (now the block shows up on top of the forum)

I don't think so. The blocks placement is based on your theme.html and usually places the blocks before the content.

Thank you for answering, I saw this thread but choose another solution.
I made the forum my startpage and placed the recent topics as a centerblock in the module 'myhome' as you can see
here
