WOW! Talk about backwards compatability! No CSS support? At ALL?! WOW!
To be completely honest with you, you would need to hack your theme, every template on the system, and posibly even some module files to guarantee compatability with that browser.
If compatability with a browser that doesn't support CSS is an absolute must, you may want to consider statically coding your site rather than using a CMS. In the end, it will be less work for you.
