I changed the meta footer and it isn't updating at all....

It seems to just be certain themes, kinda sucks?

Some themes don't have meta footers in the footer. They have text already in there in HTML format. You might have to go into the theme and add the xoops_footer tag and remove whatever text the theme designer has in there.
