News 1.3 / 1.3.1 gives "Module file for not found"

Running 2.0.10.

I've unzipped news 1.3 into my modules folder, and I see "Module File for Not Found" in Module Administration.

Same for news 1.3.1.

Other people seem to be getting this version to work. Is there a trick?

the file xoops_version.php MUST be in /xoops/modules/news
else, see the FAQ and search for how to install a module
