Is this the real news 1.3 final version?

I think it is, yes. Source is the dev.xoops.org release of news 1.3

News 1.3 is the latest version that Hervé has labelled stable.

It took a while for us to realise that it wasn't added to the Module Repository and therefore we (Module Rep. team) added it.

In the meantime, Hervé has released a 1.3.1 RC and RC2, but since these are not labelled stable, we cannot add them to the Modules Repository.

Thank you for this. I was confused too about 1.3 version 1.31 and than 1.3 announce again.
Don't follow me. I'm lost too.
