I have seen several flash chat, java chat, normal chat etc.
Some are IRC supported.

I was wondering which kind of chat programs cost my site bandwidth and which does not or less?

A Java IRC applets runs on the client (user), so the only bandwidth incurred is the download of the applet at the start of the chat session. There would also be the traffic between the client and the IRC server, but unless you're hosting the IRC server, that wouldn't affect you.

I don't know how Flash chat works. If that's also IRC, then the above should apply.

How do I host a IRC server?
Do the IRC Chat modules of XOOPS work without hosting IRC server?

You don't have to use IRC server. Try FlashChat from www.tufat.com or some other chat module.

if you want to host your own irc server, then i would contact your host 1st.. as many shared hosts will not allow them to be hosted due to resource hogging.. and if used your account will likely be suspended.. a dedicated server would give you that freedom but is expensive..

it is safer to go with 1 of the clients instead of using your own server as a host..

The problem is identifying the clients.
Say for flash chat people talked about. Is it a client.

The code athttp://www.icq.com/panels/ircqnet, if I use it will it work as a client?

It looks like a client. I don't know if people using it need to have their own ICQ accounts.

On my site I use the PJIRC, an open-source IRC java applet client.

Many windows XP users have difficulty over opening java chats. The ICQ one is flash and doesn't need ICQ account.
