I have created a XOOPS site and would now like to edit the home page with html and add banners - where is the file, what is it called and yadayada

Which manual has the answer? The operational guide only talks about modules.

In XOOPS most content, even content on the front page is entered by the use of modules. The reason for this is that XOOPS is a dynamic content management system, whos content is stored in the database, not in static HTML files.

Now in saying that there are some modules that will "wrap" static html documents into xoops. See this Faq Page for more on that.

HTH.

The quickest way is to create a block which only appears on the home page.
