When I try and change the font, color, position, of text in the Content part, nothing works.

The default XOOPS editor is not a full blown WYSIWYG editor, you may need to use HTML to get the look you want.

Can you please provide specific information about what you are trying to do ? It's pretty hard for people to answer otherwise.

What module are you working on ? Or is it a custom block ?
