how can i make this option avalable for moderators?

moderators are for forums..

if u want moderators to be able to edit news, then you have to either add them to the webmaster group, or create a group (say call it moderators) and give that group module admin access..

Hi,

You can do it with the 1.3 version of the news module, there's a new option "Enable authors to edit their posts", but this version is, for this moment, in beta.
