How do you make a new .php page utilize themes? I've searched just about everywhere for an answer to this and can't find anything.

Though it explicitly mentions html files, the method defined in the "Basic Include Statements" section will work fine:

Followed that. Makes everything around the page look like a XOOPS page, and puts it in the XOOPS "content frame", so it sort of looks like it's part of xoops. The page itself still looks like unstyled HTML, however.

well then you need to style your content using the classes defined in your theme's stylesheet. The XOOPS FAQ also includes an article that explains what every statement in the default theme's style.css controls:
