A module that allows for
input of a book/resource, title, blurb..
someone (user) to request that book being sent to them.
tracking of who currently has borrowed what..
tracking of which books a user has borrowed in the past.

Anyone know of such a module or a nice hack..???

Yes, I recently saw such a module on dev.xoops.org, but then for CD's. You can find it here.
