is there anyway to make it so that people that have not registered can still see the center blocks... like news and recent topics?

Easy. System/Groups/anonymous check off any modules and blocks that you want the group to see. Don't give anon more access than they will need (like admin access to anything etc.).

Hmmm. I tried this and to no avail. Got NewBB RC2 in front page and users have to log on to browse the board. Would like people not to have to log in to read it (à la XOOPS site itself). Any tips sir?

make sure you check the box for "module access rights".
