What could be the problem that ppl can't register?

1. Check to make sure that registration is not disabled in the Admin -> Preferences.

You might want to provide a bit more detail when asking a question... XOOPS version? Error Messages? Did this suddenly happen or after you installed something? What was the last thing you did?

This can also be caused by cookie, browser and firewall settings.

Have a look at:

Login problems and firewalls.
