Your XOOPS installed and you have a login block but you can't get into admin.php? Are you able to login at all?

Need some details in order to try and help you, sh0rty.

A long shot, one of the most common reason is if have a Firewall i.e. Nortons etc, XOOPS will need to be added to the trusted sites or the Firewall disabled.

It's not that. I have been troubleshooting since last night and still get the same error.

I have my register globals on. I am working on it from home so I'm not using a firewall. When I try to access admin.php it says " you don't have right to access this area"
then redirects me to index page.

I login from the index page using the admin login I created and it says thank you for logging in but, STILL NOTHING.

It says " thank you for logging in" but it only redirects me back to the index page which has no links to an admin. I've tried to access it through admin.php after that but it still just tells me I dont have permission and redirects me to the index.php page.

When reading the other threads about login problems, the recommended setting is register_globals = off.

But sometimes it helped to do a reinstall.

Take a look here and here

sh0rty:

If you have a Windows system, sometimes the problem is that you can't change the permissions on the cache folder. When this happens, I reboot the machine and of course I make sure my Norton is disabled.

Hope this helps.

Cheers.
