Possible Main Menu Bug

I was doing some work to my website when I noticed something peculiar. The main menu items change depending on where I am on the site. Is this by design?

By definition a 'Main Menu' should be a static list of links, each pointing to its respective section on the site. It should only change when the adminitstrator enables and disables sections of the site.

Would someone please clarify this for me so I can explain it to my users?

The Main Menu acts upon your rights, and it shows the sub menu items of the module currently active. That's all.

So, when you're browsing the news module, you'll get the submit news and archive sublinks, which you don't get when viewing other modules.

Yeah, I already knew that. I just realized that it was my sub-menus. They are not intented. This causes the ordering to get a bit messy in my theme. Thanks for the response.
