I'm seeing in the user admin module (I haven't looked at others yet -- still pretty new to xoops) that sometimes input buttons are implemented with the formButton class and sometimes with none -- which is making it rough for me to control the consistency of my form buttons there. I want my buttons to be distinct from text input...

Am I overlooking something -- or is this something I should put in the form of a cordial request to the module author?

well, if the module developer did their job correctly, you should be able to modify the necessary templates in "System" -> "Templates".

But to answer your question, yes, I would recommend to the module developer to utilize the formButton class for input buttons.
