To save time, check tinyMCE page (use winmerge to help yourself, damn reordering) and see what and how is translated.
XOOPS.ORG accepts all translations (no matter they're full or not), so:
Optional files are those in:
/docs - Changelogs, but is good to provide the GPL in your language
/images are optional, but is good when visitor visit XOOPS site in Farsi to see the accurate icons.
/install/language is optional, when u do only core translation
Required for Core Translation:
Modules, Language, Framework, Themes
Rest are for full, including install
If XOOPS stops reordering I'll add and Bulgarian some day again.... Or at least to use normal language files, you founded Transifex already, but unfortunately XOOPS language standards are out of world. If XOOPS was like the rest - .PO files like Drupal - u can re-order it with every RC or Beta, don't care - Transifex shows changes, if was like J! - INI, same - Transifex handle it. But is PHP, Infidex tried for very long time to make support for SMF, no success. Hopefully 2.6 or 3.0 will use compatible language files. And to stop reorders for the current tree 2.5. Where is the point if one language file in English is sorted in A-Z way, but when is translated goes in Anarchy way.... I can't see it. And still don't understand devs which reorder everything in any new release.

and short list of touched files. If files looks like this, XOOPS will have 50 or more translations, not few....
