i've seen a similar problem before, and it turned out that my XOOPS installation had corrupted files. i re-uploaded the whole install, and it worked dandy
i didn't have this problem with 2.0.6, but upgrading a site to 2.0.7 (and i guess a bad transfer) resulted in that problem.
also, the newbb2 module is VERY buggy, i would suggest avoiding it for now, until it leaves beta stage. we've been waiting for an update for about a month or more now, but development seems to be halted (or at least, the dev is very busy, like usual, and just hasn't had time to update)
i would recommend sticking with newbb 1, or the phpbb module from
http://www.bbpixel.combtw, the errors that you're experiencing aren't typical of xoops, just bad transfers. i hope you're able to straighten things out
