If you had indicated in your first post, you would have received different answers. So please provide as much information as you can, if you want a fast and relevant answer.
Now back to your problem. If you have access to phpmyadmin (if you don't I would recommnd you install it, it is very handy), try register a new XOOPS account and then log in phpmyadmin change the new account level from 1 to 5. Then log in XOOPS using the new account and change the admin password.
