I've searched several different ways and found a few questions like mine, but no definite answer. I would like to post news to the home page and have the complete article or at least a part of the news article posted on the home page. I'd also like it to be viewable by all users (even anon's)

Set the news module as your default startpage module in system admin -> preferences -> general settings. Also, make sure that the anonymous group has access to the news module in systemm admin -> groups.
