actually...maybe that's just a typo bug in the xoops_version.php file. Check yours and see if it says 1.3 on line 12. Mine looks like this:

See the differences? Two lines say version 1.5, and the $modversion['version'] line says 1.3. Maybe I do have version 1.5, which is what I just redownloaded. Actually, 1.5RC2 to be exact.
