Success with re-loading XOOPS to root. Thanks for your help. Have corpstation.com site locked down for now so I can continue. Will post if other questions. Thanks again.

Fantastico can't install to sub-directory or what?

No it can, I think he did not want it in a subdirectory though and thought he had to. Although, if you or anyone else has a similiar problem as his after installing into a subdirectory with fantastico I would love to know so I can try and squash it.
