Problem Showing Module Blocks For Unregistered Users

In the block configuration page, I don't have the option to display news blocks for the user that is yet to login. I am able to make the required changes for registered users. What could be the issue? Reference:http://xoops.afriguru.com

You'll need to access that fromhttp://xoops.afriguru.com/admin.php and go to System Admin -> Groups, and edit anonymous to have access to your blocks.
