How do you delete a module

I downloaded a new scrolling "news" module and the attempt to install says there is already one installed. I removed the module from the "modules" dir and a second attempt says the same thing. I assume it is a database problem, but dont know for sure. Is there a standard method for removing/upgrading/replacing modules?
