If you looked at the templates and didn't see any messed up or strange looking code (html) then I don't know what's wrong. Did you try using a different version of xoops?

I replaced all the newBB template files from ones freshly downloaded and still have the same problem.

I am running 2.0.6

Have you been using the same theme each time you've upgraded/reinstalled? Or is the problem showing up with all the themes you try? Also, have you tried using a different template style? There are some themes that come with their own templates.
