In the modules, you put content - XOOPS manages the way, you add content and as such is a Content Management System.
PHP is the programming language used and as such has not much to do with the actual program being a CMS

XOOPS is made with PHP, which is a language, which allows for the programmer to do actual programming, such as retrieving data from a database and manipulating the data to fit his needs.
HTML is also used in conjunction with PHP to actually present the information - it can be used alone without PHP but only with static content(i.e. everytime you look at a HTML page, it looks the same, whereas when you refresh the front page here on xoops.org, something is bound to have changed
)
PHP can be made offline, but not shown. PHP requires a webserver to translate the PHP into HTML, which your browser can understand.
