Need help with a 'sticky' news post

Hey guys,

I want to create a message that says "Welcome to the website, blah blah blah" that is above the news module in the center. I read somewhere that it could be a block that is set up as center-center, but I guess I don't understand which block would be setup as centered. Is it a custom block?

Said another way, I'd like to have a message that never changes at the top center of my site, just like the XOOPS site.

Any help would be appreciated.

Just create a custom block with with the message

admin > system > blocks > scroll down to custom blocks area

then put the placement in the center and give it a weight of "0".

Also remember to edit the group rights for Anonymous users and enable access to the custom block.

Thanks to both of you. Gee that was simple, I guess I was confusing blocks and modules. Because of previous website engines, I get them confused quite a bit.
