Sorry if this is a dumb question, but how can I enable XOOPS so people can chat in Chinese Mandarin on the newbb forums?

I'm just doing a site for an ethnic foor supplier here in the uk, http://www.supamax.co.uk and he said that most of the chat will be in their home language but I'm not sure how to set this up. I know you can use different language files for the actual XOOPS content, but that's the next stage...
