how to implement something like the Info POP-up window?

The kind of pop up you see when you click the 'info' icon in the module admin screen?

Is that part of the api and is it only accessbile through writing module code?

What I want is when a user clicks a link , plain simple and window pop-ups with some content I feed it.

Is there currently a way to achieve this? without writing a module to do it?

Yes and no. a pop up with static content, the info window does it, only with scrolling.


For instance i have an list of articles, and the user clicks one. and rather than redirect the user or open an new browser, I would rather simply feed the contents of the article into a pop-up window, and that has no blocks, no nothing except what I put in it.

I saw such a feature you are asking for in the debaser audio module. The popup windows appear in the blocks of the module when you do mouseover the links in the blocks.
