beside changing the cache dir to 777

No you didn't.
Another question, did you upload any .dat files (in cahce dir) from your local site to your live site for example?
If it's the case could you check the permissions for those files and tell it to me please?

That's too much but at least it should be working!
chmod 644 (-rw-r-r-) for those files is enough.
Are you saying that, with the cache dir set to 777 and .dat files to 777 (in your case), you still have a returned error?

Try deleting the files in the cache dir (except index.html). They should rebuild when you use ms-weather.
