HELP！A login problem of Xoops 2.0.5!

I use XOOPS 2.0.5 for a clan website.But some of our clan members use it in the Net-Bar.But Net-Bar always lock the internet option of use cookie.So some of our clan members can not login our website.But they can login the IPBM for the website.And then they can use the website for login modle.Could you please help me to correct the login problem of XOOPS 2.0.5？

XOOPS requires the cookie to login, it can't be corrected. Sorry :-|

But why they can login IPBM first then use XOOPS for login modle?I think it is not imposible.
