I want my site to have only 3 public albums, into which members can upload their photos. I don't want members to create their own albums. Can I do this with xcgallery?

yeah

1- go to xcgal admin groups then check any group u want to can upload pic

2- go to each album u want to permit groups can upload to it and set can upload to yes
