I've found this new smarty variable in version 2.06's changelog and tried to place it into a template but nothing happened.
Can anybody tell me its function and its usage?

It's for making relative links, so that when you move your site, you don't have to change all the links.

Check the documentation at the beginning of the file class/smarty/plugins/function.xoops_link.php. That explains what the function does, and gives an example.
